It means that you will not only have to understand your obligations to your employees under federal and state law, and your obligations to vendors and other parties under state law, but also your obligations to both prime contractors and the federal Government under federal law. This is extremely difficult to do at times, and hiring experienced legal counsel to guide you in the right direction or to address general legal issues can be a prudent business investment.
